Casey McGovern is the manager for the Every Child a Swimmer program, which is a division of the International Swimming Hall of Fame located in Fort Lauderdale, Florida. Casey brings a unique perspective and passion to the work she does every day. Casey’s daughter, Edna Mae (Em) passed away to a drowning on August 3, 2009.
Since Em’s passing, Casey has committed her life to educating others of the risk factors associated with drowning prevention with the goal of Saving Lives and helping other families never experience the same heartache her family has endured.

Casey immediately submerged herself into the drowning prevention / water safety community, learning as much as she could about the issue, creating long standing relationships with key stakeholders. Soon after Em’s passing, Casey accepted the position as the Senior Drowning Prevention Program Manager with the Florida Department of Health where she ran all efforts related to drowning prevention for 7+ years. While at DOH, Casey held the position as the Chair of the local Drowning Prevention Task Force, Chair of the Child Abuse Death Review Committee (CADR), Advisory member of Water Smart FL. During her time with D.O.H., Casey also created innovative programs such as S.P.U.D (Students Preventing Unintentional Drownings), South Florida Water Safety Symposium for 5 years and also Water Smart Communities where all 31 municipalities within Broward County adopted and implemented the Water Smart methodology.

Casey focused her efforts of data Casey is using her knowledge, experience and passion to expand her efforts with
the goal of making Every Child a Swimmer. Casey is now working to implement a process that includes accountability and integrity into the Learn to Swim Scholarship process. She has also helped to implement the Every Child a Swimmer legislation in Florida, Georgia and Arkansas mandating all schools to share water
safety education and where to go for local swim lessons. Together, we can create a generation of swimmers.
